Duties and Responsibilities of the Associate Dean for Administrative Affairs:

Main Duties and Authorities of the Assistant Dean for Administrative Affairs

First – Administrative Authorities:

  1. Assigning and coordinating the work of staff and technicians across all college divisions according to the needs and interests of the college, and distributing tasks accordingly.

  2. Issuing orders for appointments, assignments, retirement, and resignations.

  3. Approving the granting of regular leave for technical, administrative, and contracted college employees for use inside or outside Iraq.

  4. Approving the promotion of the college’s technical and administrative staff.

  5. Approving the assignment of college employees to perform additional university duties.

  6. Approving medical reports issued inside or outside Iraq for all college employees, provided that the reports comply with the provisions of the Medical Leave Regulations No. (76) of 1959 and its amendments.

  7. Implementing necessary administrative staff transfers within the college, in coordination with the Dean’s Office and department heads, as required by the public interest.

  8. Signing orders related to granting regular and summer leave, as well as legally approved retirement bonuses for employees.

  9. Signing annual salary increment and promotion forms for administrative and technical staff.

  10. Granting maternity leave to all female staff in accordance with applicable decisions and regulations.

Second – Financial Authorities:

  1. Approving the referral of estimates and additional periods according to the relevant committees and in line with the General Conditions of Contracting and applicable laws and regulations.

  2. Authority to allocate financial appropriations among academic departments in coordination with department heads.

  3. Approving the granting of professional, engineering, hazard, and infection allowances and other entitlements in accordance with laws, regulations, and instructions.

  4. Recommending the referral of staff to investigation in accordance with the Civil Servants’ Discipline Law.

  5. Proposing the issuance of dismissal decisions for students exceeding the permitted absence percentage, in line with current regulations and subject to the approval of the College Council.

  6. Approving and disbursing travel advances for academic, technical, and administrative staff for assignments within Iraq, for periods sufficient to complete the task.

  7. Issuing administrative orders related to student warnings or failures due to absences or violations of rules and regulations.

  8. Issuing administrative orders for lectures given by internal staff or external lecturers (in coordination with the Dean’s Office), and overseeing the preparation and verification of their records or forms in accordance with the issued orders, and following up on payments through the department secretary in coordination with the college's financial department.
